No sidewalk, curb or gutter shall be constructed on any street, avenue or other public property in this municipality without first having obtained a permit from the City Council. Application for the permit shall be made on forms to be approved by the Council and shall sufficiently describe the contemplated improvement, the contemplated date of beginning work and the length of time for completion of the same. Provided, that no permit shall be required for any improvement ordered or to be installed by the municipality.
