When it becomes necessary under Charter Article IV Section 4A
. for the President of Council to become the acting Mayor; and when the Mayor is absent or inaccessible for a period of at least four weeks; and when the Mayor in advance declines his salary for the period of his absence, the President of Council shall be compensated during the absence of the Mayor at the rate of 100 percent (100%) of the Mayor's salary. During the time which the President of Council is the acting Mayor and is receiving compensation therefor, he shall not receive any compensation for his duties as a member of Council.
