The following procedures are hereby adopted for the Police Department:
(a) Abolish the part-time position of the thirty-nine hour work week.
(b) All officers hired from this date, full or part-time, shall have passed the civil service test.
(c) Part-time officers shall work vacation leave, sick leave and emergency leave only.
(d) Part-time officers shall not work over twenty-five hours per week.
