The Third Ward contains all that territory bounded and described as follows:
Beginning at the intersection of Morningside Drive and Second Street and proceeding west to Clough Street; north on Clough Street to Emmitt Avenue; west on Emmitt Avenue to Market Street; south with Market Street to the corporation line; east with the corporation line to the intersection of the extension of Morningside Drive; north on Morningside Drive (crossing Seventh Street between houses numbered 444 and 500) and continuing north with Morningside Drive to the intersection of Second Street and Morningside Drive.
