The City shall have an Environmental Study Control Board, consisting of three (3) members, one (1) of such members shall be a member of Council and two (2) shall be electors of the City who hold no other office or employment with the City. These members shall be appointed by the Mayor and confirmed by a vote of at least a majority of the members of Council.
Their term shall be for a period of four (4) years, except that of the three (3) first appointed, one (1) shall serve for a term of two (2) years, one for a term of three (3) years, and one for a term of four (4) years.
The duties of said Board shall be to study and investigate local pollution conditions and to recommend to City Council actions of a proper nature to relieve conditions of contamination and pollution.
