The legislative powers of the City, except as otherwise provided by this Charter and by the Constitution of the State of Ohio, shall be vested in a Council of seven (7) members, five (5) of whom shall be elected from wards to be established as provided by this Charter, and two (2) elected at large. Each member shall be elected for terms of four (4) years, except that of the seven (7) members elected in November 1971, one at large candidate and the three (3) ward candidates receiving the largest number of votes, shall serve for a term of four (4) years and the remaining three (3) shall serve for a term of two (2) years. Thereafter each member shall be elected for a term of four (4) years. Councilmen shall assume office on the first day of January next following their election.
