The funds collected under the provisions of this Chapter shall be applied first, in part, as shall be necessary, to defray all costs and expenses of collecting the taxes levied by this ordinance and the cost of administering and enforcing the provisions hereof, and then second, the balance of the remaining funds shall be paid to and deposited in the general fund of the Municipality.
