The funds collected under the provision of this chapter shall be applied for the following purposes, and in the following order, to wit:
1. Such part thereof as shall be necessary to defray all costs and expenses of collecting the taxes levied by this chapter and the cost of administering and enforcing the provisions hereof.
2. That the remaining revenue, after the cost and expenses of collecting, administering and enforcing the taxes levied under this ordinance, shall be paid at not more than the percentage indicated into the funds listed in Table I with the remaining being deposited in the General Fund.
