727.04 PHOTOGRAPH OF ARTICLES AND PERSON.
   (a)   No secondhand dealer shall accept any article or property as full or part payment, or purchase any secondhand article or property unless he or she shall make a color photograph of the secondhand article and of the person from whom such article is being received.
 
   (b)   These color photographs shall be maintained by the secondhand dealer for a period of one year from the date of the transaction. No secondhand dealer shall refuse to deliver such photographs and transaction details to any law enforcement officer upon request in connection with a specific item or items of stolen property within one year following the date of the transaction.
 
   (c)   Every secondhand dealer shall display a notice to his or her customers in a prominent place to the effect that he is required to photograph every secondhand article and person offering the secondhand article for purchase or as payment (full or part) by the secondhand dealer.
 
   (d)   The quality of these photographs shall be sufficient focus and with a color background to enable a reasonable identification of the person and the secondhand article or personal property.
