No secondhand dealer shall sell or remove from the secondhand dealer's place of business or other storage facility within the reasonable access of the secondhand dealer any secondhand article purchased by or exchanged to the secondhand dealer until the secondhand article has been in the secondhand dealer's possession at least thirty (30) days.
