941.02 SEWER SERVICE CHARGES.
   (a)   (1)   The per gallon calculation for all amounts in excess of the minimum shall be changed to per one hundred (100) gallons of use instead of per one thousand (1,000) gallons and an automatic annual three percent (3%) rate increase shall be effective on March 1, 2020 and annually thereafter on the first day of March for the minimum rate and excess rates as currently set forth below.
      (2)   Residential Sewer Rate. The residential sewer rate for all users consuming zero to four thousand (0-4,000) gallons or less of sewer is the minimum bill of $37.32, per quarter, for each customer and this is the equivalent of $0.933 per one hundred (100) gallons for four thousand (4,000) gallons. The excess rate for all users consuming over four thousand (4,000) gallons will be charged at $0.510 per one hundred (100) gallons used per quarter for each customer.
      (3)   Commercial Sewer Rate. The commercial sewer rate for all users consuming zero to four thousand (0-4,000) gallons or less of sewer is the minimum bill of $37.32, per quarter, for each customer and this is the equivalent of $0.933 per one hundred (100) gallons for four thousand (4,000) gallons. The excess rate for all users consuming over four thousand (4,000) gallons will be charged at $0.510 per one hundred (100) gallons used per quarter for each customer, plus an additional surcharge of $0.025 per one hundred (100) gallons over the minimum of four thousand (4,000) gallons of sewer per quarter.

   (b)   Annual Review of Charges. The sewer service charge and user charges shall be reviewed annually by the Village in order to determine whether or not they are sufficient to defray the fixed charges, amortization costs and annual cost of operation and maintenance of the sewerage system. If the difference between the total annual revenue derived and the total annual cost is sufficient to justify an increase or decrease in the sewer service charge or user charges, the Village shall adjust the rates as required. The purpose of the annual review is also to maintain a proportional user charge and industrial cost recovery system. Each user to be notified at least annually, in conjunction with a regular bill, of the rate and that portion of the sewer service charge which is attributable to OM&R costs of wastewater treatment services.
   (c)   Late Payment Charges. All users shall be billed quarterly for their sewer service. Bills for sewer service that are not paid within thirty days of the invoice date shall be subject to a ten percent (10%) penalty.
