937.19 AUDIT OF INDUSTRIAL USAGE.
   (a)    The Superintendent of the Sewer Department shall conduct an annual audit of the previous year's operation to determine the usage by all industrial customers in relation to the total usage by residential customers.
   (b)    The rate charged to industrial users shall be in proportion to the percent of the
total flow which they contribute. (Example: If industry contributes eighteen percent (18%)
of flow, the cost charged to industry should be eighteen percent (18%) of the total cost of
owning, operating and maintaining the sewage treatment facilities.)
   (c)    The Superintendent of the Sewer Department shall make a report of his findings
of the survey to Council so that appropriate rate changes may be authorized by Council so that the costs will be covered.
