Basic Rationale
1. All new facilities are the responsibility of the developer or owner building new home(s).
2. Sidewalks, curbs, gutters, and street paving are facilities having aesthetic or positive values on properties and, thus, new construction or complete replacement should be partially assessed to the owner.
3. Storm sewers, sanitary sewers and water lines are facilities having lesser aesthetic value, are expected services to all properties and relate negatively to the City as a whole if they do not exist. Thus more City-wide benefits should be assessed in greater proportion to the City.
4. Any possible areas of annexation should be treated as existing subdivisions rather than a separate category placing the burden totally on property owners.
5. Other than sidewalks, which are the responsibility of property owners to maintain and repair, all other facilities are the responsibility of the City to maintain and thus to repair as needed.
