If any tree, plant, shrubbery, or any part thereof, or any weeds, vines or grasses are not trimmed or removed in accordance with the provisions of this chapter, then the Mayor is authorized to enforce the provisions of this chapter, and to cause to be trimmed or removed the tree, plant, shrubbery, or part thereof, and cut and remove all grass and weeds.
