Every person coming into the City from any point outside of the City, whether in transit through the City or otherwise, who has been convicted two or more times in any Federal Court or the court of any state, which conviction or term of imprisonment for the second conviction or more has taken place in a preceding five-year period of time of a crime which is a felony under the laws of the United States Government or which, if committed in the State would have been a felony under the laws of the State, shall report as required in Section 543.03.
