(a) No person shall fail to pay a fine imposed by the Mayor’s Court within the time specified for payment unless such person demonstrates in a hearing before the Court his inability to pay such fine.

(b) No person shall fail to obey an order imposed in lieu of a fine imposed by the Mayor’s Court within the specified compliance time ordered.
(c) Whoever violates this section is guilty of a misdemeanor of the first degree.
