(a) No person being the owner of, in control of, or in possession of a cat or dog shall permit such animal to defecate on property not belonging to or under the control of the owner of said animal without permission of the owner of said property or person authorized to give consent. If such animal should defecate on premises not belonging to or under the control of the owner or person in possession of said animal, said owner or person in control or possession of such animal shall remove all fecal matter within one-half hour.
(b) Whoever violates this section is guilty of a minor misdemeanor.
