The Mayor or other administrative officer charged with the control of traffic, unless Council shall direct otherwise, is hereby empowered to mark off individual parking spaces on the curbs or surface of the streets with a durable paint for the proper control of the parking of vehicles. When signs are erected indicating angle parking only, no person shall park any vehicle in such a way that the vehicle is not entirely within the limits of the spaces so designated.
