199.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
   (a)   "Housing Officer" means an officer or agent appointed by resolution of City Council for the purpose of administering this program.
   (b)   "Community reinvestment area" means such area or areas of the City which City Council may find from time to time contains existing housing facilities or structures of historical significance, the repair of which is discouraged, and/or in which new housing construction is also discouraged.
   (c)   "Remodeling" means any change made in a structure for the purpose of making it structurally more sound, more habitable, or for the purpose of improving its appearance. "Remodeling" shall include construction of a new residential dwelling structure commenced within one year following demolition and removal of a prior residential dwelling structure of like type and use.
   (d)   "Structure of historical or architectural significance" means those designated as such by City Council based upon age, rarity, architectural quality, or because of a previous designation by historical society, association or agency.
   (e)   "Completion" means the state of being completed, substantial performance of construction as contemplated at the time a building permit was obtained; state where a structure is finished, created, erected, constructed or done substantially according to contract; state in which no essential element of a structure is lacking, structure meets all requirements of the building, zoning, and maintenance codes of the City.
