The Tax Incentive Review Council is vested with all of the authority contained in Ohio R.C. Sections 5709.61 et seq., as they relate to tax incentive review councils; and the Tax Incentive Review Council shall be granted the following additional authority:
(a) To create a Negotiating Committee composed of three of its members who shall be elected by majority vote of the Tax Incentive Review Council and who shall have the following powers:
(1) To review and investigate any application made pursuant to Ohio R.C. Section 5709.61 et seq.;
(2) To negotiate with any enterprise in an effort toward reaching a proposed contract which can be recommended to the City Council;
(3) To make a written recommendation to the Tax Incentive Review Council in the form of a proposed agreement which shall be accepted or rejected by the Tax Incentive Review Council;
(b) To act upon the recommendation of the negotiating committee and recommend proposed agreements in the form of a written contract to be presented with the recommendations to the City Council;
(c) To make recommendations as to written policies for applicants to follow with the understanding that the City Council may accept, reject or modify those recommendations and adopt them as policy.
