The Tax Incentive Review Council shall be composed of the following individuals:
(a) The Mayor of the City of Wauseon;
(b) One member of the City Council as designated by the Mayor;
(c) The County Auditor or his designee;
(d) The Finance Director for the City or his designee;
(e) A member of the Wauseon Exempted School Board of Education to be chosen by the members of the Wauseon Exempted School Board of Education;
(f) Two members of the public at large appointed by the Mayor with the approval of the majority of City Council.
(g) At least four of the members of the Tax Incentive Review Council shall be residents of the City.
