163.02 CODE ADMINISTRATOR.
   (a)   There is hereby created the position of Code Administrator, to be appointed by the Mayor, subject to approval of a three-fourths majority of Council.
 
   (b)   The Code Administrator shall be and hereby is designated the Zoning Administrator.
 
   (c)   The Code Administrator shall perform the following duties:
      (1)   Supervise and direct the enforcement of the City Zoning Ordinance, the Building Code and the Residential and Nonresidential Maintenance Code.
      (2)   Supervise, assign and review the work of the Inspector(s).
         A.   Arrange inspection schedules.
         B.   Review and maintain records of daily activity log sheets.
         C.   Supervise follow-up inspections.
         D.   Enforce departmental rules.
         E.   Recommend disciplinary action when needed.
      (3)   Review citizens complaints and/or comments and respond with appropriate action.
      (4)   Review codes on a periodic basis and make recommendations for updates and/or changes based on research information.
      (5)   Develop, review and maintain departmental budget.
      (6)   Maintain and review complete records of department activity.
      (7)   Prepare and submit monthly reports to Council.
      (8)   Attend departmental supervisor's meetings as required.
      (9)   Attend City Council meetings as directed by the Mayor.
      (10)   Review and report all fire and/or health hazards to appropriate agencies.
      (11)   Participate in interview process for potential employees of the department and make recommendations regarding appointments to the Mayor.
      (12)   Be on call twenty-four hours to implement appropriate action for special or emergency condition.
      (13)   Attend and clerk all meetings of the Planning Commission, Board of Appeals, Community Reinvestment Council and Tax Incentive Review Council.
      (14)   Prepare for and attend all court proceedings as required.
      (15)   Perform related duties as directed by the Mayor.
