(A) Nominations for all elected offices of the Municipality shall be made at a nonpartisan primary election. The ballot for offices of the Municipality shall be designated “Nonpartisan” and shall not contain any political party designation. The candidates for nomination to the offices of member of Council who shall receive the greatest vote in such primary shall be placed on the ballot at the next regular municipal election in number not to exceed twice the number of seats in the Municipality’s Council to be filled at such regular municipal election; and the two candidates for nomination for the office of Mayor who shall receive the greatest number of votes shall be placed on the ballot at the next regular municipal election.
If the number of candidates for the offices of member of Council and the office of Mayor, if such offices are to be filled at the next regular municipal election, shall not exceed twice the number of places to be filled in such offices at the regular municipal election, such candidates shall be declared nominated by the election authorities and no primary election for such offices shall be held.
(B) Candidates for the offices of member of Council and Mayor shall file, with the election authorities provided under the general laws of Ohio, nominating petitions in a form determined by such election authorities and signed by electors of the Municipality equal in number to not less than one percent nor more than three percent of the electors of the Municipality voting at the last preceding gubernatorial election. Such petitions shall be filed no later than the time and date specified in the election laws of Ohio applicable to the filing of declarations of candidacy at primary elections held for general statutory plan cities.
(C) The candidates at the regular municipal election, equal in number to the places to be filled, who shall receive the highest number of votes at the regular municipal election, shall be declared elected. (Amended November 3, 2015)
