Section 6.03 POLICE DEPARTMENT.
   (A)   There is hereby created a Department of Police to be headed by a Police Chief. The Police Chief shall be appointed by the Mayor subject to the approval of the Council by a vote of at least three-fourths of its members. The Police Chief, after his appointment and confirmation, and subsequent to the creation of the Civil Service Commission pursuant to Section 7.01 of this Charter, shall be removed, suspended or otherwise disciplined by the Mayor for cause as provided in the case of employees in the Classified Civil Service of the Municipality, and shall have the right to appeal such actions by the Mayor to the Civil Service Commission as provided under this Charter in the case of employees in the Classified Civil Service of the Municipality. Until the creation of the Civil Service Commission pursuant to Section 7.01 of this Charter, the Police Chief shall be removed, suspended or otherwise disciplined by the Mayor subject to the approval of the Council by a vote of at least three-fourths of its members.
 
   (B)   The powers, duties and functions of the Police Chief and the members and the organization of the Department of Police shall be as provided in this Charter, by the ordinances and resolutions of the Municipality, administrative rule and directives of the Mayor and Chief of Police and the general laws of Ohio, to the extent the general laws are not inconsistent with the Charter, the ordinances and resolutions of the Municipality and the administrative rules and directives of the Mayor and the Chief of Police. The Police Chief shall be under the general supervision and direction of the Mayor.
