Section 3.06 COUNCIL MEETINGS.
   (A)   The Council shall determine, by a majority vote of its members, the frequency, dates and times of regular meetings, but it shall hold at least one regular meeting in each month. A majority of the members of Council shall constitute a quorum but a lesser number may adjourn from time to time and may compel the attendance of absent members as provided by ordinance, resolution or the Rules of Council.
 
   (B)   Special meetings of the Council shall be called, for any purpose, by the Mayor or any three members of the Council upon at least twenty-four hours written notice to the Mayor and each member of the Council, which notice may be served personally or left at the usual place of residence. Notices of special meetings of the Council shall state the date, time and place of the meeting and the general subject matters to be considered at such special meeting, and no other subject matter may be considered at such meeting unless all members of Council consent to the consideration of other subject matters, which consent may be given, in writing, prior to, at or subsequent to such special meeting. Members of the Council and the Mayor who attend special meetings of the Council or who are present at another regular or special meeting where a special meeting is announced by the presiding officer need not receive notice of the special meeting. Members of the Council and the Mayor may waive receipt of notice of a special meeting either prior to, at or subsequent to the meeting.
 
   (C)   The Council shall adopt rules with respect to when meetings of the Council and other public bodies of the Municipality shall be open to the public. Rules adopted pursuant to this Division (C) shall be consistent with court decisions, including decisions rendered by the Ohio Supreme Court or other Ohio appellate courts. Until such rules are adopted by the Council, the general laws of Ohio pertaining to requirements for open meetings of public bodies shall apply to the Municipality.
