(a) No person shall operate a low-speed vehicle, an under-speed vehicle, a utility vehicle, or a mini-truck upon any street or highway with an established speed limit of greater than thirty-five miles per hour.
(b) No person shall operate an under-speed vehicle on any street or highway except as part of a City sponsored event for which a parade permit has been issued pursuant to Section 311.02
of this Traffic Code.
(c) This section does not prohibit a person operating a low-speed vehicle, an under- speed vehicle, a utility vehicle, or a mini-truck from proceeding across an intersection of a street or highway having a speed limit greater than thirty-five miles per hour.
