(a) When the owner of a property within the Design Review District intends to construct, or reconstruct, alter or demolish any portion of a structure within the Design Review District, he shall first apply for and secure a Certificate of Appropriateness from the Board.
(b) Fees for the Certificate of Appropriateness shall be set by a majority vote of the Board, subject to approval of Council.
(c) Application for a Certificate of Appropriateness shall be accompanied by such plans, specifications and other material as the Board may from time to time prescribe.
(1) Within thirty days, the Board shall consider the applications, plans and specifications and make their decision as to whether the proposed construction, reconstruction, alteration or demolition is appropriate or whether it has an adverse effect upon the purposes of this chapter.
(2) The Board shall refer to the United States Secretary of the Interior's Standards for Rehabilitation and to design guidelines adopted by the Board and approval by a majority vote of Council.
