(a) There is hereby established a Design Review Board hereinafter referred to as "the Board", which shall be composed of five residents of the City of Wauseon, who shall be appointed by the Mayor subject to the approval of a three-fourths majority of Council. Each current member shall be entitled to serve the balance of their current term. Thereafter, the terms of new appointees shall serve terms set forth in subsection (b) hereof.
(b) Thereafter, terms of each member of the Board shall be for three-year, staggered terms. An unexpired term resulting from a vacancy in the Board shall be filled in the same manner as the initial appointment was made. The staggered terms shall be implemented in a manner to ensure the Board retains the most veteran members as possible.
(1) Any member of the Board shall be subject to removal for cause in the manner provided by the Ohio statutes, or in established rules of procedure.
(2) In cases of the temporary absence or disability of any member, a member may be appointed by the Mayor to serve during such temporary absence or disability. Such temporary member must pass the qualification of the regular member and shall have the same powers and duties during the term of his appointment.
(3) Vacancies on the Board shall be filled within 60 days, unless extenuating circumstances require longer period.
