(a) The franchise created in this chapter is for the operation of a system to collect and dispose of residential garbage and refuse only; it does not apply to, or in any way relate to, the collection and disposition of commercial garbage.
(b) Nothing contained in this chapter shall prevent any person, company, or firm from soliciting the collection and disposition of commercial garbage and refuse in the City, or from charging for the collection and disposition of commercial garbage and refuse in the City.
(c) Any person, company, or firm charging for the collection and disposition of commercial garbage and refuse in the City shall wash or otherwise sanitize all commercial containers at the time of pickup.
