(a) No person, company or firm may charge for the collection of residential garbage and refuse in the City except the holder of the franchise duly awarded by Council.
(b) No person, company or firm may solicit the collection of residential refuse and garbage for a charge in the City, except the holder of a franchise duly awarded by Council.
(c) Whoever violates any provision of this section shall be fined not more than five hundred dollars ($500.00) for each offense. Each collection or solicitation in violation hereof shall be a separate offense. (Ord. 2007-07. Passed 11-15-07.)
