(a) No open porch exposed to public view shall be used for storage purposes under any condition.
(b) All enclosed porches exposed to public view shall be kept free of foreign substances unless such areas are first screened from public view by drapes, venetian blinds or other rendering of the windows to make them opaque to the public view.
