(a) No person shall occupy, rent or lease any structure for any purpose which does not comply with the requirements of this Code.
(b) No owner or agent shall rent or lease or offer for rent or lease any dwelling unit, dwelling structure, or any part thereof which does not comply with the provisions of this Code or has not applied for and been granted a Certificate of Occupancy.
(c) The occupancy of any dwelling unit shall be limited to one, and only one, family.
