1310.08 EMERGENCIES.
   Whenever a condition exists which is an immediate threat to the health or public welfare and which, in the opinion of the Administrator, requires immediate action to protect the public health, safety or welfare, the Administrator may, without notice, conference or hearing, issue a notice directing the owner to take immediate action to correct or abate the emergency. Any such notice issued by the Administrator shall be witnessed by the Law Director or Mayor. Such notice shall be served upon the owner by the best available means.
