The Board of Zoning Appeals (hereafter referred to as the "Board") is hereby vested with authority to hear all appeals which are initiated as a result of this legislation. In carrying out the intention and purpose of this Code, the Board shall have the following powers and perform the following duties:
(a) To hear an appeal, pursuant to Section 1310.07 of this Code, filed by any person adversely affected by a decision of the Administrator in the enforcement of this Code and to determine whether in the opinion of the Board such decision of the Administrator shall be reversed, modified or affirmed.
(b) To require by resolution that the Administrator modify, reverse or enforce its decision.
(c) To formulate and report to Council from time to time, recommendations or action by them upon such amendments to this Code as the public health, safety and general welfare may require.
