1130.03 CONDITIONAL USES.
   (a)   Distribution operations: The storage and distribution of those products which may be produced in a Light Industrial District, and the storage and distribution of food and beverages, postal stations, telephone exchanges, and electrical distribution substations.
   (b)   General services: Sales and storage establishments if conducted wholly within enclosed buildings to the following extent:
      (1)   Repair establishments: Automobile engines, body and paint, electrical and household appliances;
      (2)   Food and drink preparation: Bakeries, freezing, refrigeration, roasting, ice manufacturing, bottling works and creameries, candy, drugs, and distilled alcoholic beverages.
      (3)   Storage yards and sale of new lumber and other building materials, public utility materials and equipment;
      (4)   Wholesale and warehousing, other storage establishment, parcel delivery stations providing loading and off loading facilities are entirely within an enclosed building. The sale of wholesale or warehousing of automobile equipment, dry goods and apparel, groceries and related products, raw farm products except livestock, electrical goods, hardware plumbing, heating equipment and supplies, machinery and equipment, petroleum bulk stations and terminals, tobacco and tobacco products, beer, wine and distilled alcoholic beverages, paper and paper products, furniture and home furnishings and any commodity the manufacture of which is permitted in this district.

   (c)   Adult Business Establishments.
      (1)   Adult business shall not be located within:
         A.   500 feet of residential zoned districts;
         B.   1,000 feet of any other adult business; and
         C.   500 feet of a day care center, church, public parks, schools, libraries or other public buildings.
The distance shall be measured in a straight line, without regard to intervening structures, from the closest exterior structural wall of each business.
      (2)   “Adult Business Establishments” shall follow all of the density, setback, and parking requirements of the respective districts and all other zoning, building, and state requirements.
      (3)   All building openings, entries, windows, etc. shall be located, covered or otherwise arranged in such a manner to prevent a view into the interior of the use.

   (d)   Kennels as defined in Section 1110.01(63), the following standards are required:
      (1)   All outside runs, pens, or other containment areas shall be screened from view.
      (2)   A minimum of thirty feet side and rear setback for runs and no animals shall be housed within the front yard setback area.
      (3)   All buildings shall conform to state and local building and zoning codes.
      (4)   All areas for runs, pens or other containment shall have a concrete floor.
      (5)   All areas shall be kept in a clean and sanitary manner.
      (6)   No kennel shall be located or maintained within fifty feet from any adjacent property.

   (e)   Outside Storage Areas.
      (1)   Areas containing outside storage must be located in the side or rear areas of the property, and shall not be located outside of any parking, traffic circulation, right of way, or landscaping area that serves the site.
      (2)   Outside storage cannot exceed the area of the principal building on the site or 50% of the total area of the site, whichever is greater.
      (3)   Outside storage shall be screened as follows:
         A.   On all sides, by a screening fence or wall at least 8 feet, but not more than 10 feet, in height.
         B.   Fences or walls used as screening for outside storage shall be continuous and have no gaps.
         C.   Fences or walls used as screening for outside storage which exceeds 40 feet in length on any continuous side shall include at least 1 tree and 6 shrubs for each 40 foot section.
         D.   For purposes of this section:
            1.   All fencing must be covered by opaque screening material sufficient to block all view from the exterior of outside storage.
            2.   The exterior covering of any wall must be made of weather resistant material.
         E.   All screening shall be properly maintained.
      (4)   Outside storage areas shall:
         A.   Contain a minimum 6 inch stone base.
         B.   Contain access roads and lanes in compliance with all Ohio Fire Code laws and regulations.
         C.   Contain storm sewer drains with screened basins in compliance with all Ohio Environmental Protection Agency and Federal Environmental Protection Agency laws and regulations.
         D.   Be maintained in a clean and orderly manner.
      (5)   The height of any materials, equipment, products, and other goods permitted to be stored under this section shall not exceed one (1) foot less than the numerical height of the screening fence or wall.
