1124.03 CONDITIONAL AND SIMILAR USES.
   Before any action thereof, any proposed conditional or similar use shall be referred to the Planning Commission in accordance with this Zoning Code. The following additional information shall be submitted to the Planning Commission for review:
   (a)   A site plan defining the area to be developed for building; the areas to be developed for parking, the location of pedestrian and vehicular circulation and the points of ingress and egress, including access streets where required; the location and height of walls; the provisions of space of loading in any and the number of signs and adjustments to be made in relation to abutting land uses and zoning districts.
   (b)   A report on the market to be served, the types and amounts of service needed and general economic justification.
   (c)   A traffic survey prepared by qualified experts indicating the effect of the proposed use on adjacent streets and also indicating the anticipated points of origin and direction and the amount of traffic flow to and from the shopping center.
   (d)   A statement of financial responsibility to assure construction of the proposed development, including landscaping, in accordance with the plan and the requirements of this Chapter.
   (e)   A landscape plan which includes the entire site plan shall be submitted for approval to determine compliance with screening and planting strips.
