Dwelling units converted to commercial use are permitted provided that further encroachment into required yard area is not necessary and provided that the following conditions are met:
(a) The premises must be in a commercial district;
(b) State approved building plans shall be submitted before issuance of a permit and the owner or operator must obtain a permit from the Administrator;
(c) The conversion of the outside portion of the building will blend in with the surrounding area;
(d) Parking lots are to be paved and shall not encroach on street right-of-way.
