(a) The duty of administering and enforcing the provisions of this Zoning Code is hereby conferred upon the Administrator. Subject to the approval of City Council, the Administrator may promulgate such rules and regulations as he may determine to be necessary to supplement the administration of the Zoning Code. After approval by City Council, such rules and regulations of the Administrator shall have the same force and effect as the other provisions of this Zoning Code. If the Administrator is unavailable or for other reasons, in the discretion of the Mayor, the Mayor may assume the responsibilities of the Administrator or may appoint an acting Administrator who shall assume the responsibilities of the Administrator. Appeal from any action or decision of the Administrator may be made to the Board of Zoning Appeals as provided.
(b) It shall also be the duty of all officers and employees of the City to assist the Administrator by reporting new construction, reconstruction, change of land uses and apparent violation of this Zoning Code.
(c) The Administrator is hereby empowered to enter into any premises at a reasonable time when there is probable cause to believe that a violation of this Zoning Code exists, or if entrance is denied, then to secure a search warrant from the Court of Common Pleas of Fulton County, and to order in writing the remedy within a reasonable time of any condition found to be existing in violation of any provision of this Zoning Code. After such an order is served or posted on the premises, no work, except to correct or comply with the order, shall proceed on any building or tract of land until such violation is corrected.
(d) Records and Reports: The Administrator shall keep or cause to be kept, a record of any decisions, determinations or conclusions reached by the Administrator in connection with the enforcement of this Zoning Code. Such records shall be open to public inspection during regular business hours.
