(a) No changes, erasures, modifications or revisions shall be made in any plat of a subdivision after approval has been given by the Planning Commission and endorsed in writing on the plat, unless the plat is first resubmitted to the Planning Commission.
(b) If a plat that has been previously approved is resubmitted for replatting, the Planning Commission shall not approve any re-plat unless and until the prior plat shall have first been vacated in all public records.
