(a) Where the subdivision contains a park, school or other public area which is shown upon the Comprehensive Master Plan for the City, such area shall either be dedicated to the proper public agency or it shall be reserved for acquisition thereby, within a specified period by a purchase or other means, and an agreement shall be entered into between the subdivider and the proper public agency regarding the time and method of acquisition and the cost thereof.
(b) Due regard shall be shown within each proposed development for preserving outstanding scenic, cultural or historic areas.
(c) The developer shall submit and obtain from the Planning Commission approval for a street tree plan in accordance with Chapter 159
. The street tree plan may be developed for the entire project following approval of the preliminary plat or for each individual phase. All proposed street trees shall be planted, at the sole cost of the developer, builder or lot owner as applicable, within the right-of-way as each lot is developed and not later than one year thereafter.
