(a) No block shall be longer than 1,320 feet and, except in unusual instances, residential blocks shall not be less than 500 feet in length. Cul-de-sacs within residential developments shall not exceed 500 feet in length. Cul-de-sacs within commercial and industrial developments shall not exceed 900 feet in length.
(b) Where a subdivision adjoins a major thoroughfare, the greater dimension of the block shall front along such major thoroughfare to avoid unnecessary ingress or egress.
(c) Where blocks are over 900 feet in length, a crosswalk easement not less than ten feet in width may be required, if necessary, to provide proper access to schools, playgrounds, shopping centers and other facilities as determined by the Planning Commission.
