1107.02 STREET DESIGN.
   (a)   The arrangement of streets in new subdivisions shall make provision for the continuation of the principal existing streets in adjoining areas (or their proper projection where adjoining land is not subdivided) insofar as they may be deemed necessary for public requirements.
   (b)   The street and alley arrangement shall be such as not to cause hardship to owners of adjoining property when they plat their own land and seek to provide for convenient access to it. Residential streets shall be so designed as to discourage through traffic, but off-set streets should be avoided.
   (c)   The angle of intersection between minor streets and major streets should not vary by more than five degrees from a right angle. All other streets should intersect each other as near to a right angle as possible and no intersection of streets at angles or less than eighty degrees shall be permitted.
   (d)   Where minor streets intersect major streets, a minimum centerline offset of at least 125 feet shall be maintained.
   (e)   The minimum centerline radius for proposed streets shall not be less than one hundred feet. Not less than a one hundred foot tangent shall be provided each way from an intersection.
   (f)   Where a street terminates at a plat line or boundary line (“stub street”), a suitable barricade with reflective devices shall be erected until such time that the street is continued onto a succeeding plat or development and if two or more lots front on such street, a suitable turnaround shall be constructed. At the end of such stub street, a non-access easement of not less than three feet in width shall be dedicated to the City.
