When premises served by the one water meter are used for service to a combination of residential and commercial units, the premises shall be charged for usage at the commercial rate. Premises with multiple residential units shall be charged per unit at the residential rate. Billing shall be made by dividing the consumption by the number of applicable units, computing the charge for each unit, including application of minimum charge, and multiplying the computed charge for each unit by the number of applicable units.
