925.16 HAULING AND DISPOSING OF SEPTIC TANK WASTE.
   (a)   Only domestic septic tank wastes shall be accepted. Domestic waste shall constitute discharges from homes, schools, etc., as a result of human occupancy.
 
   (b)   Industrial wastes shall not be acceptable. Any wastes received from factories, etc., shall not be accepted.
 
   (c)   Sludge from grease traps or pits shall not be accepted.

   (d)   A fee of fifty dollars ($50.00) per 1,000 gallons of waste material shall be charged. Individuals shall be billed monthly for gallons discharged.

   (e)   Each septic tank cleaning company must post a one hundred dollar ($100.00) cash bond with the Treasurer of the City to insure against illegal discharges.
 
   (f)   No septic tank cleaning company shall discharge any load until approval from the plant operator has been obtained.
 
   (g)   Each load shall be subject to approval or disapproval based upon information of the waste to be dumped, and current loading capacity and conditions of the plant.
 
   (h)   Regular discharging hours shall be between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, excluding holidays.
 
   (i)   Each septic tank cleaning company shall discharge wastes only in the sludge unloading area designated by plant operator.
 
   (j)   Each septic tank cleaning company hauler shall conform to the rules and directions given him by the plant operator during discharge operations.
 
   (k)   The penalty for the discharging of illegal wastes or the refusal to follow rules and directions given by the plant operator, shall be the forfeiture of bond money and/or the indefinite suspension of the hauler's right and privilege to discharge waste material at the waste water treatment plant. New bond money will have to be posted before any suspended hauler shall regain permission to dump at the plant.
