925.07 LIMITED DISCHARGES.
   The following described substances, materials, waters or wastes shall be limited in discharges to the wastewater treatment works to concentrations or quantities which will not harm the wastewater treatment works, process or equipment, will not have an adverse effect on the receiving stream or will not otherwise endanger lives, limb or public property or constitute a nuisance. The Superintendent may set limitations more stringent than the limitations established herein if, in his opinion, such more stringent limitations are necessary to meet the above-mentioned objectives. Deliberate dilution with unpolluted water to meet the concentrations established in this chapter is not acceptable.
   In forming his opinion as to the acceptability, the Superintendent will give consideration to such facts as the quantity of subject waste in relation to flows and velocities in the sewers, materials of construction of the sewers, the wastewater treatment process employed, capacity of the wastewater treatment plant, degree of treatability of the waste in the wastewater treatment plant and other pertinent factors. The limitations or restrictions on materials or characteristics of waste or wastewater discharged to the wastewater treatment works which shall not be violated without approval of the Superintendent are as follows:
   (a)   Wastewater having a temperature higher than 150o F.
   (b)   Wastewater containing more than 50 milligrams per liter of petroleum oils, nonbiodegradable cutting oils, products of mineral oil origin or floatable oils, fat, wax or grease, whether emulsified or not.
   (c)   Any garbage that has not been properly shredded. Garbage grinders may be connected to sanitary sewers from homes, hotels, institutions, restaurants, hospitals, catering establishments or similar places where garbage originates from the preparation of food in kitchens for the purpose of consumption on the premises or when served by caterers.

   (d)   Except as may be permitted by the provisions of Section 925.08, no person shall discharge or cause to be discharged any of the following described waters or wastes to any public sewer;
      BOD in excess of 200 milligrams per liter (mg/l);
      COD in excess of 400 mg/l;
      Chlorine demand in excess of 15 mg/l; or
      Suspended solids in excess of 240 mg/l.

   (e)   Any waters or wastes containing solid, liquids or gases in sufficient quantity, either singly or by interaction with other wastes, to injure or interfere with any wastewater treatment process, constitute a hazard to humans or animals, create a public nuisance or create any hazard in the receiving waters of the wastewater treatment plant. The City’s Industrial Pretreatment Program and the most recent Ohio EPA Technical Justification includes limits on the Users not considered domestic in nature. (Ord. 2011-16. Passed 1-16-12.)
   (f)   Any waters or wastes containing odor-producing substances exceeding limits which may be established by the Superintendent or any local or State regulatory agencies.
   (g)   Any radioactive wastes or isotopes of such half-life or concentration may exceed limits established by applicable State and/or federal regulations.
   (h)   Quantities of flow, concentrations or both which constitute a "slug" as defined herein.
   (i)   Waters or wastes containing substances which are not amendable to treatment or reduction by the waste water treatment processes employed, or are only to such degree that the wastewater treatment plant effluent cannot meet requirements of other agencies having jurisdiction over discharge to the receiving waters.
   (j)   Any waters or wastes which, by interaction with other waters or wastes in the public sewer system, release obnoxious gases or form suspended solids which interfere with the collection system or create a condition deleterious to the wastewater treatment works.
   (k)   Any waters or wastes containing color, such as, but not limited to, from dyes, inks or vegetable tanning solutions, shall be controlled to prevent light absorbency which would interfere with wastewater treatment plant processes or prevent analytical determinations.
   (l)   Inert suspended solids, such as, but not limited to, Fullers earth, lime slurries and lime residues, and dissolved solids, such as, but not limited to, sodium chloride and sodium sulfate, in unusual concentrations shall not be allowed.
