(a) The Director of Public Service, may from time to time advertise for bids for said franchise as directed by Council. Council reserves the right to accept or reject any and all bids for said franchise or privilege. In the event all the bids are rejected, the Council may order the Director of Public Service to re-advertise for bids until a satisfactory bid shall be received and approved.
(b) The bid provided herein shall be the cost to be charged residents of the City for the collection of garbage and refuse per City imprinted tags with a minimum of one weekly collection per residential dwelling. Said residential rates shall be exclusive during the term of the franchise contract.
(c) Franchisee shall be responsible for the sale of permit tags. Said tags must be available for sale in books of twenty tags per book. The City shall have no responsibility, financial or otherwise, for collection of monies due and owing for the sale of permit tags, nor for the failure of any residential customer of franchisee to pay the appropriate rates.
(d) All matters dealing with payment, distribution and collection of permit tags or the proceeds thereof are the responsibility of the franchisee.
