523.02 PURPOSE.

   The purpose of this chapter is:

   (a)   To protect the public health and welfare by prohibiting smoking in indoor public places and places of employment;

   (b)   To guarantee that no individual shall have to breathe second hand smoke in order to hold a job;

   (c)   To recognize that the need to breathe smoke-free air shall have priority over the desire to smoke.
