(a) Within twenty-four hours after the cessation of any snow fall, all owners or occupants of land abutting a sidewalk shall remove all accumulations of snow, ice, or other obstructions caused by the snow fall.
(b) Whoever violates this section is guilty of a minor misdemeanor punishable by a fine not to exceed one hundred dollars ($100.00).
