(a) No person shall fail or refuse to reimburse the City of Wauseon for the costs involved in the removal of any member of a species of the animal kingdom that is not indigenous to this State or presents a risk of serious physical harm to persons or property or both in the event of escape of such an animal or an owner’s request for assistance in removal of such animal.
(b) Any person who violates the provisions of this section is guilty of a misdemeanor of the first degree.
