(a) Except as otherwise provided in this section, no person, being the owner of any animal, or harboring or having charge or control of the same shall permit such animal, whether on a leash or running at large to do any of the following:
(1) To be in any public park within the municipality.
(2) To be present at any function which requires a parade permit issued by the municipality.
(b) Subject to the following restrictions, dogs shall be permitted in Homecoming Park:
(1) A dog shall be kept on a leash and under the control of its owner at all times.
(2) No dog shall be allowed in any playground area.
(3) The owner of a dog must remove any waste left by the dog.
(c) This subsection shall not apply to individuals who need the assistance of animals due to disability.
(d) Whoever violates this section is guilty of a minor misdemeanor.
